Saen El-Tara Care Services Ltd is committed to preventing modern slavery and human trafficking in all aspects of our business and supply chains. We recognise that adult social care presents specific workforce and safeguarding risks and we take a proactive approach to identifying, preventing and responding to exploitation.
This statement sets out our approach for the financial year ending 2025/26.
Our Organisation, Structure and Supply Chains
Saen El-Tara Care Services Ltd is a UK-registered provider of regulated adult social care services. We deliver:
Domiciliary (home) care
Extra care services
Outreach support
Reablement services
Supported Living
We provide services to adults with care and support needs, including older people, individuals with physical disabilities, learning disabilities and mental health needs.
Our Structure
We operate as a limited company under UK law. The Registered Manager and Directors provide governance oversight. Safeguarding and workforce compliance are overseen by senior management.
Our Workforce Model
We primarily employ care staff directly. Where agency staff are used, this is limited and subject to verification checks. We do not subcontract regulated activity without a formal agreement and due diligence.
Our Supply Chains
Our supply chains are limited and typically include:
Recruitment services
Training providers
IT systems and software providers
Uniform and equipment suppliers
Agency staffing providers
We do not operate internationally and do not have overseas subsidiaries. Where overseas recruitment is used, it is conducted in compliance with UK immigration law and sponsor licence requirements.

Modern slavery is explicitly recognised as a safeguarding issue within our Safeguarding Policy.
We ensure staff understand that labour exploitation, coercion, debt bondage, trafficking and abuse are safeguarding concerns and must be reported immediately.

Workforce Due Diligence
All employees undergo:

Right-to-work checks
Visa verification (where applicable)
Visual checks of original documentation
Enhanced DBS checks

Interview suitability assessment
We do not retain employee passports or original documents. Employees are free to leave employment in accordance with their contract and employment law.
Where we sponsor overseas workers, we comply fully with Home Office sponsor licence requirements and conduct additional checks to ensure no recruitment fees or debt bondage arrangements exist.
Supplier and Agency Due Diligence
Before engaging agencies or key suppliers, we:
Confirm legal registration status
Confirm compliance with UK employment law
Require confirmation of anti-slavery compliance
Ensure contracts contain clauses prohibiting forced labour and exploitation
We monitor agency relationships and reserve the right to terminate arrangements where compliance concerns arise.
Risk Assessment and Risk Management
We recognise that social care carries specific modern slavery risks, including:
Overseas recruitment vulnerability
Debt bondage through third-party recruiters
Exploitation of low-paid care workers
Coercion within agency staffing arrangements
Risk of exploitation within live-in or isolated care settings
Risk Mitigation Measures
To manage these risks, we:
Conduct robust right-to-work and visa checks
Prohibit recruitment fees to employees
Maintain open reporting routes via whistleblowing
Provide safeguarding training, including exploitation indicators
Monitor workforce turnover and unexplained absences
Supervise and support lone workers
Conduct spot audits of documentation
Risk is reviewed annually by senior management.
Effectiveness and Performance Indicators
We measure effectiveness through:
100% right-to-work compliance for all staff
100% DBS compliance for regulated roles
100% completion of mandatory safeguarding training
Annual review of supplier compliance
Monitoring and recording of whistleblowing reports
Zero confirmed incidents of labour exploitation within our workforce
Where incidents or concerns arise, we review learning and update controls accordingly.
This statement and associated policies are reviewed annually by senior management.
Training and Capacity Building
All staff receive safeguarding training at induction and annually thereafter. This includes:
Recognising indicators of modern slavery and trafficking
Understanding labour exploitation risks in care
Reporting procedures and whistleblowing protections
Understanding coercion and control indicators
Safe recruitment awareness for managers
Managers receive additional training on:
Visa compliance
Sponsor licence responsibilities (if applicable)
Escalation procedures
We foster a culture where staff feel safe raising concerns without fear of reprisal.
